Renovation of Pocahontas, Bolling and Draper Residence Halls Radford, VA

Pocahontas, Bolling and Draper halls surround the historic Moffett Quad. The three residence halls were in fine shape structurally but did not meet the needs of today's Radford student. The renovation turned the suites into double occupancy rooms with private baths. A super suite (4 bedrooms sharing 2 baths a living room and small kitchen) is available for upper classmen. Part of a floor was removed on the first floor to create a two level commons space with large kitchen and laundry facility. On the upper floors, an expanse of brick façade was replaced with a glass curtain wall that provides daylight and views for the lounges.
The project is the seeking LEED certification. Our team provided Energy and Atmosphere Prerequisite 1 and Credit 3 Enhanced Commissioning services. This include providing design review, Cx specifications, Cx Plan, conducting Cx meetings, reviewing submittals, conducting site observations and follow-up reports, functional testing, a 10 month warranty review, and producing a final Cx report and Systems Manual.
MEP systems include individual FCUs for the dorm rooms with local and BMS control, (2) ERVs to provide OA. Chilled water is provided by campus loop, heating hot water is by steam to water heat exchanger off campus steam loop. Various cabinet unit heaters and hot water unit heaters provide ancillary heating. Split system AC units are provided for areas needing 24/7 cooling. There is a steam to water domestic hot water converter and an electric water heater for the RA apartment. Light controls include occupancy sensors (also control dorm room FCU), and BMS control of exterior lights.
Kellam High School Virginia Beach, VA

Gretchen Coleman Commissioning Group was the Commissioning Authority for Kellam High School Replacement Project. This project replaces Virginia Beach’s oldest high school with a new 2,000 student school envisioned to be a prototype for 21st century learning. The main building consists of six Learning Communities, Technical/Career Education, Visual Arts, Music/Performing Arts, Gymnasium/Physical Education, Schola, Media Center, Admin/Welcome Center, Guidance Center. Cafeteria/Food Services, and Custodial/Building Services.
The outlaying areas include an 829 car parking lot, 1 lighted football/soccer stadium, a football practice field, band practice field, 3 general purpose play fields, 1 lighted baseball and 1 lighted softball fields, 8 lighted tennis courts, 1 track and field event area, and 2 outdoor basketball courts.
Systems commissioned include Geothermal System providing heating and cooling to 15 Air Handling Units /Makeup Air Units (100% OA w/ heat recovery, VAV), 10 Vertical and 207 Horizontal Water Source Heat Pumps, Kitchen Systems (makeup air, hood exhaust, dishwasher exhaust), Fume Hood Exhaust, CRAC Unit, General Exhaust, Unit Heaters, Domestic Hot Water systems, Domestic Water Booster Pump, Rainwater Collection, Lighting Controls including occupancy sensors, daylighting, exterior lighting and lighting contactors.
Sandy Grove Middle School Lumber Bridge, NC

Our team provided construction checklists, functional test procedures, conducted functional performance testing, managed the issues log and assisted with compiling the final report and systems manual.
Systems commissioned include Geothermal System providing heating and cooling to Dedicated Outside Air Units, zone Water Source Heat Pumps, Kitchen Systems (hood exhaust, dishwasher exhaust, fire suppression interlocks and electric supplemental duct heater), General Exhaust, Split System A/C Units, VAV dampers, Unit Heaters, Domestic Hot Water system (water to water heat pump as primary with gas water heater as secondary), BMS, Lighting Controls including occupancy sensors, daylighting, exterior lighting and lighting contactors, Dashboard, Photovoltaics, Fire Alarm and Emergency Power.
This Net Positive Energy project was designed to LEED Platinum standards and was named ENR National’s 2013 Best Project for K12. The photovoltaics produce 30% more electricity than the school consumes.
Roanoke College Residence Hall Roanoke, VA
Square Footage: 80,000 Construction Cost: $12,900,000.00 Completion: 2013
GCCG was the Commissioning Authority for the new residence hall on the campus of Roanoke College. All four floors include living pods and apartment suites. Additionally, the first floor includes some classrooms, seminar rooms and other ancillary public spaces.
The mechanical systems include an air cooled chilled water system, heating hot water system, outside air handling units, blower coil units, exhaust fans, fan coil units, hot water unit heaters and active chilled beams. Plumbing systems include two natural gas fired hot water heaters with circulation pumps, electric water heater with circulation pumps, and a recirculation pump. Electrical systems include lighting controls consisting of timed switches and photocells for exterior lighting.
Project is seeking LEED certification and is currently in Construction Submission review.
Montgomery County Judicial Center Renovations and Annex Rockville, MD
Square Footage: 200,000+ Construction Cost: $88,400,000.00 Completion: 2014
GCCG is the Commissioning Agent for this 200,000+ square foot Annex to the existing Montgomery County courthouse. The project also includes renovations to the existing courthouse MEP systems. Systems included in the scope of work for the Annex include the fire protection systems, domestic hot water and booster pumps, sump and ejector pumps, electronic trap primers, air handling units, energy recovery units, exhaust fans, fan coil units, unit heaters, chillers/cooling towers and pumps, gas fired boilers and pumps, building automation system, emergency power, lighting controls, fire alarm and security card readers. Renovation work in the existing facility includes replacing air handling units, exhaust fans, VAV terminal units, boilers and pumps, cooling towers, BMS controls, occupancy sensors, fire alarm and some electrical distribution.
GCCG is contracted by the Design Architect to provide Commissioning Agent services. Montgomery County, MD requires the design team to provide commissioning documentation including commissioning plan, specifications, pre-functional checklists and functional test procedures in the contract documents. The entity that provides this service is known as the Commissioning Agent and is independent from the design team.
Montgomery County then retains the project Commissioning Authority who conducts design reviews and all the construction phase commissioning activities. GCCG has similar Construction Administration activities as the rest of the design team and will monitor construction, answer Cx RFIs, attend Cx meetings and oversee activities of the owner’s commissioning authority.
The project is seeking LEED Silver certification as a minimum but is in reach of Gold.
Naval Facilities Engineering Command Walter Reed National Military Medical Center Bethesda, MD

Gretchen Coleman Commissioning Group provided their commissioning expertise to assist the project commissioning firm of Goetting & Associates. Our team provided review of prefunctional documentation, functional test procedure review, conducted functional performance testing and assisted with compiling the final report and systems manual. We provided weekly reports to the Cx project manager and worked with them in developing the weekly schedule. One of our team members was full time on the project for over 6 months and assisted with project closeout.
Systems commissioned include Air Handling Units (100% OA w/ heat recovery, VAV, CAV), Trim Humidification, Chilled and Condenser Water Systems, Refrigerant Monitoring, Heating Hot Water System (steam to water HX), Lab Exhaust, General Exhaust, Terminal Units (VAV, CAV), CRAC units, Fan Coil Units, Unit Heaters, Domestic Hot Water systems (central and point of use), Domestic Pressure Regulating systems, Sump Pumps, Fuel Oil system, Emergency Power system (generators, ATS, fuel pumping), Switchgear, Fire Alarm and Security.

US Army Corps of Engineers C2CNT East Aberdeen, MD

Gretchen Coleman Commissioning Group was retained by CPM Scheduling, the project commissioning authority, to provide project management, develop all commissioning documentation (plan, construction checklists, functional test procedures, final report), and to attend commissioning meetings during construction. The building is 4 storey office, electronics and software, engineering laboratories, research and development space with an adjoining High Bay space.
Systems commissioned include a Geothermal System (6 well fields, two pumping stations, closed circuit cooling tower system, supplemental heating by condensing boiler system); packaged energy recovery units that use exhaust air to preheat or precool 100% outside air via total energy wheel, supplemented by DX cooling and reheat coils with geothermal condensers and duct mounted humidifiers, packaged solids separators; terminal units which are comprised of Air Conditioning Units (AC Units), Computer Room Units (CRU), and Water Source Heat Pumps (WSHP), and Fan Powered Boxes (FPB); air curtains, supply and exhaust fans, domestic hot water heaters, domestic water booster pump, sump pumps, fire protection including wet and dry sprinklers, Preaction, FM200 and fire/jockey pump; emergency power including one generator for the High Bay and two for the main building; paralleling switchgear, ATS and UPS; lighting and daylighting controls, lightning protection, padmount source transfer switches, and fire alarm.
The project was designed and built equivalent to a LEED Silver certified building but did not pursue certification at this time.
Montgomery County Equipment Maintenance and Operations Center (EMOC) Rockville, MD

GCCG is the Commissioning Agent for this new 13 building complex. Systems included in the scope of work are rooftop units, energy recovery units, makeup air units, heating and ventilating units, exhaust fans, ductless split systems, unit heaters, air doors, infrared heaters, snow melt, heating hot water, domestic hot water, sump pumps, rainwater collection, emergency power, lighting controls, fire alarm and fire protection. Additional systems that will be tested by specialty companies include diesel fueling, CNG fueling, URL fueling, E85 fueling, electrical distribution systems, access control, photovoltaics and petroleum leak monitoring.

The Windridge Vineyard Tasting Room project did not seek LEED certification; however they followed the guidelines of the 2012 IgCC and Montgomery County’s Department of Permitting Services (MCDPS) Commercial Green Building requirements.
Ray’s Splash Planet, Charlotte, NC: Mechanical/Electric systems upgrade for a 20,884 sf health club with aerobics, weights, cardio machines, locker rooms and a 13,465 sf pool. GCCG provided functional testing services and wrote test procedures for updated sequences of operation. Systems included rooftop units, PoolPaks, pool heating system, heating hot water system, VAV boxes and exhaust fans.
North Gate Vineyard, Purcellville, VA: Cx Authority for new 5,000 sqft wine tasting and winery LEED NC project. Provided EAPR1 tasks. Project attained LEED GOLD certification.
LEED Projects
GCCG and/or Gretchen Coleman has completed 53 projects seeking LEED certification. Of those 53, 44 have become certified and the remaining 9 are still in the process. In more recent years, we have commissioned many projects that have been designed to LEED standards but have not sought certification.
DESIGN REVIEW
Eastern Research Group: GCCG is part of a team that has provided design review services for the Safety, Health and Environmental Management Division (SHEMD) of the USEPA from 2008-2016. We have reviewed multiple MEP and Cx submissions for over 65 projects including office space, research laboratory space (chemistry, biology, water quality, radiation and chemical environments, etc.), warehouses, vehicle emissions, fuel farms, and consolidated laboratories.
